Preparation is crucial

Matters debated in plenary sessions and decided in the Chamber represent only the visible aspect of the work of the Parliament. The Chamber is where final decisions are taken, often after months of detailed preparatory work by the parliamentary groups and the State Parliament's select committees. This also explains why some items of the agenda can be dealt with very quickly. The programme of business laid down by the Executive Committee can also be changed at short notice.
