The President of the State Parliament (in Brit. and US parl. systems: Speaker) and the two Vice-Presidents are elected by the State Parliament in a secret ballot. Traditionally the President is a member of the strongest parliamentary group.

The President conducts parliamentary business and represents the State Parliament in its relations with outside bodies. The President must protect the authority of the State Parliament and act with impartiality to ensure that debates and deliberations are conducted in an orderly way. In the State Parliament building the word of the President is final.
